I feel like the NHL should step in for these (pretty terrible) situations, assume the responsibility of the rest of the contract and free up the team in question.

Whatever's going on with pronger is already protected by league policy. Seems like the answer is to get your big contracts insured. Columbus...I'm not sure what theyre thinking...if they trade Wisniewski, okay, but otherwise, it puts this team in tougher cap situation. They gave significant raises to Dubinsky, Foligno and Bobrovsky.
I think Columbus is going to make more trades than this, taking this contract on is just a bad idea. They were getting relief atleast with Horton.

No, because the contract wasn't insured. If it was...then yes, and there is no way the CBJ does that trade. It would be worse if it was a team that has unlimited resources and spends to the cap. For a self-imposed cap team like Columbus this is a better option.

And it's not even a cap issue, that can't spend that much money on a wasted roster spot. Very few contracts are insured and still some others are uninsurable. Based on Horton's injury history, I would guess that it was uninsurable. Horton's contract is not insured, so they were saddled with paying him the full amount he was due. Clarkson sucks for 5.5 million or whatever he makes. He doesn't suck for 2 million. So they are throwing away the difference.
