They signed him for four years, $15.5 million, then when the Rangers claimed him on re-entry waivers the Stars had to pay half his remaining salary.

The Stars probably paid him $9 million all told (near-full season and half of three), but when you consider he wasn't worth anything near the original contract they (meaning Brett Hull) gave him, that's probably why he says $16 million now.
