2016 NHL Draft - 2nd round question

Why did the 2nd round of the draft have 31 picks instead of 30? Penguins drafted Kasper Bjorkqvist with the last pick of the 2nd round at 61 overall. Shouldn't that have been 60th overall????????????

I'm almost positive there was a compensatory pick, but I know not what for.

Aha, Arizona pick #53 it was.
* compensatory pick - ARI did not sign 2014 1st-round pick Conner Bleackley (acquired in trade with COL)

But shouldn't that compensatory pick come from Colorado? The NHL just "makes up" a pick in the middle of the round? This rule is new to me.

A team that does not sign a first-round draft pick receives a compensatory pick in a future draft upon losing the rights to that player, determined on a case-by-case basis.
That's from NHL.com and all I can find, so I'm not sure of how the slot is determined.
