Actually it does.

Section 13.19 of the CBA basically determines that if a claim is made by multiple clubs on two players that the team with the highest waiver priority would claim the first player, while the higher priority club of the "such remaining Clubs" would have first shot at the second player. That's changing waiver priority.

If there are 2 or more players on waivers, and a team puts a claim in on two, and there are no competing claims, they're able to claim both.

This is Article 13, Section 19 in whole, I just don't see that being what you're saying at all but maybe I'm reading it wrong...:
13.19 If only one Club makes a claim for the Player on whom Waivers have been requested,
such Player shall be transferred to that Club. In the event that more than one Club makes a claim
for such Player, he shall: (i) be transferred to the claiming Club having earned the lowest
percentage of possible points in the League standing at the time of the request for Waivers, or (ii)
if Waivers are requested outside the Regular Season, or the successful Waiver claim is made
(i.e., the date the Player would be transferred to a successful claiming Club per this Section),
before November 1st then the priority shall be determined by the final standing in the League's
Regular Season schedule in the preceding Regular Season. In the event that two (2) or more
claiming Clubs in (i) above have the same percentage of possible points in the League standing
at the time of the Waiver claim, the Player will be transferred to the claiming Club (1) with the
lowest winning percentage at the time of the request for Waivers (excluding games won in the
Shootout); (2) if there are claiming Clubs that remain tied following (1), then to the Club (of
such remaining Clubs) that has earned the fewest number of points in games against each other
(to be determined consistent with the procedures used to determine the final League standings,
particularly the manner in which "odd games" are eliminated from the analysis); and (3) if there
are claiming Clubs that remain tied following (2), then to the Club (of such remaining Clubs)
with the lowest differential between goals for and goals against as determined on a per game
basis from National Hockey League official statistics used for purposes of determining League
standings (i.e., the difference obtained by subtracting the Club's total goals against from the
Club's total goals for is divided by the number of games played by the Club). These tie-breaking
procedures are subject to change consistent with any change adopted to the League's tie-breaking
procedures for determining League standings, however, for purposes of this provision any steps
in such updated procedures shall be calculated and/or applied on a per game basis where possible
(e.g., winning percentage as opposed to wins and goal differential on a per game basis as
opposed to goal differential).

What happened to Paajarvi?
He had so much talent and potential when he was over here. Its a shame he plays in west, that makes it almost impossible for me to watch his games.
Maybe just needs someone to claim him and become the next Lang or Straka :)

He just never progressed really. No smarts, no real skill to him, no finishing ability. He just skates up and back, up and back, occasionally picking up the puck and trying to make moves that he can't pull off in the NHL. At a lower league, he'd be pretty good probably. Because he is fast, but he just does nothing useful on the rink. And he's not even that useful on the forecheck with his speed because he doesn't have any interest in finishing checks or anything...so he just kind of exists in space and it's not helping anyone...especially a coach that really has a purpose for his players like Hitchcock...

If he went back to Sweden with the slower pace and the wide rink, he'd be a competent top-six forward or at least an offensive-minded third liner on a strong squad...but here, no skill, no niche, no job...with a little more tenacity, he could have at least been the new Jimmie Olvestad, which is a better fit for this NHL than the NHL that Olvestad was in (forgive the lack of proper diacritical marks), but it's not to be perhaps...

Wouldn't be shocked if he's dealt at the trade deadline to help an AHL team and/or be a black ace for a team on a playoff run...but if he wants major ice time, he's going to have to head home...

That's a steal. He's a whale of a player, really starting to come into his own. I'm a big fan of Bjugstad.

That is a great deal for Florida. Bjugstad right now is the only one of FL big 3 (Barkov and Huberdeau being the others) who seems to be continually producing close to the level he should be.

Huberdeau, after putting up 31 points the lockout season, his rookie year, hasn't come close to matching that level. Barkov hasn't done much either. You compare them to guys like MacKinnon or Landeskog in Colorado, who both went one pick before Barkov and Huberdeau their respective draft years, and the Colorado player's numbers are much more impressive for top 5 draft picks.

Let's not get crazy here. It's not a good contract, but it's no Clarkson deal.

Paying a career 3rd liner 5.5 is slightly crazy.

Kind of relative. Columbus won't be having cap issues anytime soon. And if that's what they needed to pay to keep someone there, so be it. Not a good contract, but when you are a team like Columbus, you probably need to pay a little extra to keep the guys you want and not just take leftovers when free agency rolls around.

For all the ROR rumors heating up again, I'm kind of surprised that Edmonton isn't being mentioned as a possible trade partner. Edmonton badly needs a center, and ROR would give them a nice 1-2 punch with Nugent-Hopkins. Edmonton has been dangling Jeff Petry for most of the season. Would seem like an ROR for Petry and other component would be a trade that could work out well for both teams.

ROR is the piece the Avs need to use to get a #2 dman. Petry isn't that. Probably Petry + Perron would be decent value, but the Avs and the Oilers both need all the help on D they can get.
