They took a photo of their resume on the phone and then emailed it to you? That's amazingly ridiculous and that shouldn't be considered a submission. The appropriate response is to tell them to resend it in an acceptable way, any other course of action is crazy on your end.
We have some doc retrieval systems that give you the document in .tif formats which are worthless, my first impression is they somehow put their resume in a stupid format like that.

I don't even give them a chance to resubmit in an appropriate way. If you are that big of a jackwagon that you give me your resume via a picture, I don't want you anywhere near my company.

I had a long conversation with this candidate, he's actually one of the most professional people I've talked to in a long time, which is why it kind of surprised me. Because of that professionalism, and the fact that I make commission if I place him, I have no qualms about typing up a Word real quick, saving it as a PDF, and sending it over.

When submitting an online job application everything is PDF, except the cover letter which I sent in .rtf. Am I wrong on that? I only apply to federal jobs and they have their own weird way of doing things, but a cover letter is a cover letter. Should it not be in a Word format?

Well, with Fed stuff they have 'slots' for where to put individual supporting documents. Everything is PDF, and the resume is generated online by the system, but I've been submitting .rtf cover letters. Boo. Thanks for the heads up, much appreciated.
