Well, some Athletes, obviously. Jagr has lived and played on three continents, in cities much larger and more famous globally than Pittsburgh. What makes you think he prefers a small working class city in the eastern US to any of those other places, or the Czech Republic where he's from?
I mean, he did say his heart was in Pittsburgh. I never believed he actually meant that but it's easy to see why he's offended people with his actions.
Pittsburgh is actually a pretty well known city in the world, due to WWII and its steel production.

Jagr signing at $3.3 M : Okay, despite his comment about playing for the minimum salary, I can hardly blame him for jumping for $1.3 M more than Pittsburgh's offer. That's a lot of money.
Would I want the Pens to sign Jagr for $3.3 M ? No. They'd have to give up at least two good players to fit that contract under the cap. Jagr at $2 M would work for the Pens. I'm not sure Jagr at $3.3 M will benefit any team except the ones who need to spend to the floor.

Philly would get good value from that contract if Jagr hits toward the upper end of that range, but not so much if he goes for something like 20-25-45 like I predicted the other day. There's a pretty good chance the Flyers will discover they have a problematic contract on their hands, although it's only for one year.
