Article 13
Waivers and Loans of Players to Minor League Clubs; Waiver Draft


13.1.    A Club shall not dispose of the services of any player
in which it has a proprietary interest by loan to a Club of
another league without first having complied with the provisions
of this Article.  The only form of waivers that are recognized by
this Agreement are non-recallable waivers.

13.2.    The provisions of this Article shall apply to a
professional player on the Reserve List of a Member Club.

13.3.    Subject to the provisions of this Article, the rights to
the services of a player may be loaned to a Club of another
league upon fulfillment of any of the following conditions,
except when elsewhere expressly prohibited:

     (a) that waivers for that purpose have been requested and
cleared under this Article,      the player has not played in ten
or more Regular Season or Playoff games cumulative      since
waivers on him were last cleared, and more than thirty days
cumulative on a NHL Roster have not passed since waivers on him
were last cleared; or

     (b) that the player was available for claim in the Waiver
Draft and was not claimed, that he has not played in ten or more
Regular Season or Playoff games cumulative since that Waiver
Draft and more than thirty days cumulative on a NHL Roster have
not passed since that Waiver Draft.

13.4.    Waiver Draft/Regular Season Waivers.  With the exception
of those exempt Players set forth below, Players party to Player
Contract must be cleared through the waiver draft and/or regular
season waivers prior to being assigned to a minor league Club:

     As used above, "NHL" Games" include NHL Championship games
and NHL Playoff games.

     The exemption from both regular season waivers and the
waiver draft ends immediately upon a Player playing in the number
of NHL Games set forth in the applicable column above.

     For purposes of Regular Season Waivers and the Waiver Draft,
the five year exemption for an 18 year old skater and the four
year exemption for a 19 year old skater shall both be reduced to
three years commencing the first season that the 18 or 19 year
old skater plays in 11 NHL Games or more.  The next two seasons,
regardless of whether the skater plays any games in either
season, shall count as the second and third years toward
satisfying the exemption.

     For purposes of Regular Season Waivers and the Wavier Draft,
the six year exemption for an 18 year old goalie and the five
year exemption for a 19 year old goalie shall both be reduced to
four years commencing the first season that the 18 or 19 year old
goalie plays in 11 NHL Games or more.  The next three seasons,
regardless of whether the goalie plays any games in either
season, shall count as the next three years toward satisfying the
exemption.

     The first season in which a Player who is age 20 or older
plays in one or more "Professional Games" shall constitute the
first year for calculating the number of years he is exempt from
waivers.

     A Player 25 years old or older who plays in one or more
professional games in any season shall be exempt from regular
season waivers for the remainder of that season and from the
waiver draft in the next season.

     For Players age 20 or older, professional games include NHL
Regular Season games, NHL playoff games, all minor league regular
season and playoff games and any other professional games,
including but not limited to, play in European leagues when
Player is on loan to such Club and while Player is party to a
Player Contract.

Note:

     1.  For purposes of this Article, a "year" of exemption
shall mean a playing season and the waiver draft following such
season.

     2.  For purposes of this Article, a Player who is exempt
from a waiver draft, but eligible for regular season waivers,
must clear regular season waivers before being sent to a minor
league Club.

     3.  For purposes of this Article, "age 18" means a Player
reaching his eighteenth birthday between January 1 next preceding
the Entry Draft and September 15 next following the Entry Draft,
both dates included; "age 19" means a Player reaching his
nineteenth birthday in the calendar year of the Entry Draft; "age
20" means a Player reaching his twentieth birthday in the
calendar year of the Entry Draft; and "age 21" means a Player
reaching his twenty-first birthday in the calendar year of
the Entry Draft.

The following examples illustrate how the provisions in the
Waiver chart shall be applied:

     (a) An 18 year old or 19 year old drafted in the '95 Entry
Draft who signed and played in 11 NHL Games or more in the
1995-96 season will be exempt as follows:

Note:    Once an 18 year old or 19 year old Player has played in
his 160th NHL Game, he will be immediately become eligible for
both regular season waivers and the next waiver draft.

     (b) An 18 year old drafted in the '95 Entry Draft who does
not sign a contract until July 1996 at the age of 19, and plays
11 NHL Games in the 1996-97 season, will be exempt as follows:

Note:    Once an 18 year old or 19 year old Player has played in
his 160th NHL Game, he will immediately become eligible for both
regular season waivers and the next waiver draft.

     (c) A 20 year old Player who plays in one or more
Professional Games in the 1995-96 season will be exempt from
waivers as follows:

Note:    Once a 20 year old Player has played in his 160th NHL
Game, he will immediately become eligible for both regular season
waivers and the next waiver draft.

     (d) A Player 25 years old or older who plays in one or more
Professional Games in the 1995-96 season will be exempt from
waivers as follows:

13.5.    Waiver Expiration.  The rights granted under this
Article to assign a Player(s) who is otherwise required to clear
waivers to a minor league club expire for any Player(s) who,
after clearing the waiver draft or regular season waivers:

                  (i)     is not sent to a minor league club, or
is recalled from a minor league club (except on emergency
recall); and

                 (ii)     remains on an NHL roster for 30 days
(cumulative) or plays 10 NHL games (cumulative).

13.6.    Injured Player Assignment to Minor Leagues.  A Player
who is otherwise required to clear waivers and who is injured
while on an NHL roster can be placed on waivers and be assigned
to a minor league club prior to appropriate medical clearance
being granted only if the Player was on NHL recall at the time of
injury and has not played 10 NHL games (cumulative) or remained
on the NHL roster for 30 days (cumulative) since his recall.
Player shall receive NHL salary and NHL benefits until
appropriate medical clearance is granted.  All other players may
not be assigned until appropriate medical clearance is granted.

     A Player who is otherwise required to clear regular season
waivers and the waiver draft who is injured during training camp
must clear regular season waivers if he remains on an NHL roster
for 30 days (cumulative) during his injury or if he plays 10 NHL
games (cumulative) before being assigned to a minor league club.

     The Player's injured days on the roster and games played
following such injury count towards the waiver expiration
provision of 13.5.

13.7.    Waiver Draft, Expansion Draft, Team Relocation.  Any
Player forced to move as a result of being claimed in a Waiver
Draft, Expansion Draft or as a result of being claimed by a Club
which has lost a Player through a draft claim, or as a result of
a team relocation, shall be paid $5,000 by the Club to which he
moves.  (This payment shall not affect or be credited against
"moving expenses" to which the Player might otherwise be
entitled.)

13.8.    Conditioning Assignment.  Unless a player consents, he
shall not be sent to a minor league club for conditioning
reasons.  Nor shall such conditioning extend for more than 14
consecutive days without the player's consent.  The player shall
continue, during such period or mutually agreed to extension of
such period, to receive the same salary, and be entitled to the
same benefits, that he would have received had he continued to
play with the Club.

13.9.    Recognition of Minor League.  For purposes of this
Agreement, minor league club shall only include any club in the
American Hockey League or the International Hockey League.

13.10.   Transfers To/From Minors.  In the case of a Club moving
a player either to or from a minor league club, the following
procedure shall be followed:

     (a) The Club responsible for the move shall provide to the
player for a period of up to 28 days (through the 28th day or
earlier upon Club's notice to player that the move is permanent)
a reasonable single hotel room or, at the player's option, a
daily payment - applicable NHL per diem for player called up from
minors; $35 for player moved to minors.  In the case where the
Club has provided the player with accommodation, the Club shall
provide an additional 5 days accommodation and one-half per diem
for each of the same 5 days after he has been advised to get a
place or at the conclusion of the 28th day.  The player shall be
allowed to keep his hotel room at Club's expense while the Club
is travelling on the road during the said 28-day period.

     (b) A Club who provides a player with accommodation, whether
it be in the minor league or major league (hotel, house,
apartment, etc.) shall pay one-half day per diem for each day the
player is in his home city.  Normal per diem shall be paid when
player is travelling with team.  A player who elects to receive
the cash payment shall not receive the one-half day per diem.

     (c) The Club must decide and notify player not later than
the 28th day following the move as to whether or not the player
will remain with the Club to which he has been moved.  Until such
notification, the player may not incur liability in connection
with rental or purchase of quarters, except at his own risk.

     (d) The player shall be entitled to one round trip economy
class air fare, between the minor league team and the Club
locations, within 15 days of assignment or, with the consent of
the Club,within any extended period.  Club and player shall agree
on a two day period for this trip, but said period shall not
interfere with any regularly scheduled League game.

     (e) Following the 28th day, or sooner upon notice by the
Club to the player that the move is permanent, the player shall
be allowed to obtain his own accommodation and move his household
goods and family to the city to which he has been transferred in
accordance with Article 14.

     (f) Any Player transferred to a Club under emergency
conditions shall be entitled to the same NHL benefits provided a
Player under Article 13.10.  However, following the 28th day
after the transfer, the Player shall be allowed to bring his
spouse to join him, at the Club's expense, and the Club shall pay
for her return when the Player is returned after termination of
the emergency.  The Player shall not be entitled to reimbursement
of expenses if he obtains his own accommodation and moves his
household goods without the consent of the Club.

     (g) Days on the Playing Roster shall include the day the
Player is recalled from a minor league club.  Days on the Playing
Roster shall not include the day the Player is transferred to a
minor league club provided such transfer is given to the player
no later than the earlier of:

         (i) the beginning of that day's practice with his Club,
or

         (ii)    12 noon local time.

     (h) A Club may loan players on its Reserve List to clubs of
any league affiliated with the NHL.  The names of the players
loaned shall remain on the Reserve List of the Club.  A Loan
Agreement shall be executed in the form approved by the Governors
and shall contain all the particulars thereof and shall be signed
on behalf of both Clubs.  Such Loan Agreement shall be filed
promptly in the office of the Commissioner.

     (i) A player may be loaned to a member club of any league
affiliated with the League at any time up to 3:00 p.m. Eastern
Time of the twenty-sixth (26th) day immediately preceding the
final day of the regular season.  Following this period only the
player or players who have been recalled during such restricted
period under Article 13.10(k) or 13.10(l) may be loaned back to
the member club of the affiliated league from which they were
recalled.

     (j) A player who has been loaned to a club of any league
affiliated with the NHL may be recalled at any time subject to
the provisions of Articles 13.10(k) and 13.10(l).

     (k) During the period following noon of the twenty-sixth
(26) day immediately preceding the final day of the regular
season no player may be recalled from loan to a club of any
league affiliated with the NHL, except that:

                  (i)     A Club may exercise four recalls from a
club or clubs of any league affiliated                          
with the NHL, of player(s) listed on its own Reserve List.

                 (ii)     Players may be recalled under Article
13.10(l).

                (iii)     Players may be recalled upon completion
of the regular season and playoff schedule of the club to which
they were loaned.

     (l) Emergency Recall.

                  (i)     A player on loan to a Club of any
league affiliated with the League may be recalled from such loan
under emergency conditions at any time for the duration of the
emergency only following which he must be returned promptly to
the club from which he was recalled.

                 (ii)     Emergency conditions shall be
established when the playing strength of the loaning Club, by
reason of incapacitating injury or illness or by League 
suspension to its players is reduced below the level of two (2)
goalkeepers, six (6) defensemen and twelve (12) forwards.  Proof
of the existence of the emergency conditions including the
incapacity shall be furnished to the Commissioner of the League
upon request made by him.

                (iii)     For the purpose of establishing the
existence of emergency conditions at any  time, to support the
recall of a player or goalkeeper for participation in any  
playoff game, it shall be deemed that the player(s) on loan
following noon of the twenty-sixth (26th) day immediately
preceding the last day of the regular season are continuing on
loan for the remainder of the season notwithstanding that the
loaned club(s) may have been eliminated from further play for the
season.

13.11.   Waiver Notification.  Player(s) and the Association
shall be notified immediately whenever a Player(s) clears or is
claimed on waivers.

13.12.   Transfer Form.

     (a) Player(s) assigned to or from a minor league club shall
receive a transfer form.  In order to make said assignment
effective the Club must, prior to that player playing in a game
and in any event within 24 hours of assignment, send a copy to
the NHLPA and NHL.

     (b)          (i)     A Club recalling a Player from a minor
league club, under emergency conditions, must specify on the
transfer form the name of the injured, ill or suspended Player
whom the Player on emergency recall is replacing.

                  (ii)     When an emergency condition
terminates, the Club must submit a transfer form indicating
whether the Player's status has converted to regular recall or    
is assigned to his minor league club.

13.13.   Roster Freeze.  For all Players on a NHL roster as of
midnight local time December 19, a roster freeze shall apply
through midnight local time December 27, with respect to waivers,
trades and any other Player assignments; provided, however, that
Players may be recalled to NHL Clubs during this period and,
provided further that if a player is placed on waivers prior to
the freeze period and claimed on waivers during such freeze
period, the freeze period shall not apply and the player shall
immediately report to the claiming Club.

13.14.   Waiver Prices.  Except as specifically otherwise
provided in this Agreement, the waiver prices applicable to
Players being waived shall be:

                  (i)     For each forward and defenseman who has
not in the aggregate completed more than the following years
under one or more professional contracts:

                                  2 Years   -    $75,000
                                  3 Years   -    $60,000
                                  4 Years   -    $45,000
                                  5 Years   -    $30,000

                            For each goaltender who has not in
the aggregate completed more than the following years under one
or more professional contracts:

                                  2 Years   -    $97,500
                                  3 Years   -    $82,500
                                  4 Years   -    $75,000
                                  5 Years   -    $67,500

                 (ii)       For each forward, defenseman and
goaltender who has not in the aggregate completed more than the
following years under one or more professional contracts:

                                  6 Years   -    $18,750
                                  7 Years   -    $15,000
                                  8 Years   -    $11,250
                                  9 Years   -    $ 7,500

                (iii)       In the case of any Player who has
completed more than nine years under one or more professional
contracts - $3,750.00.

                 (iv)       The waiver price of a Player for whom
an unconditional release is sought shall be $100.

13.15.   A Member Club desiring to obtain waivers on a player
subject to the provisions of this Article shall notify the NHL of
such request by facsimile transmission ("FAX").  The resulting
procedure will be conducted by the Central Registry which shall
notify all parties affected by the request and report the result
to the parties entitled thereto.

13.16.   The request for waivers by the Central Registry shall
specify time within which a waiver claim must be made in
accordance with the following schedule:

     (a) for requests dispatched from September 15th to June 1st:

     (b) for requests dispatched at all other times of the year,
a minimum of one hundred and twenty (120) hours from the time of
dispatch of the request.

     (c) If no Club has claimed the player within the time
specified in the request for waivers the requesting Club may loan
such player to a club of another league.

13.17.   If only one Club makes a claim for the player on whom
waivers have been requested, such player shall be transferred to
that Club.  In the event that more than one Club makes a claim
for such player, he shall be transferred to the claiming Club
having earned the lowest percentage of possible points in the
League standing at the time of the request for waivers or, if
waivers are requested outside the playing season, then to the
Club having earned the lowest percentage of possible points in
the preceding season's Schedule of Regular Season Games.  If the
successful waiver claim is made before November 1st then the
priority shall be determined by the final standing in the
League's Regular Season schedule the preceding season.

13.18.   (a) The Club acquiring a player by waiver claim or
Waiver Draft shall take an assignment of the player's Player
Contract.  Nevertheless, if the Commissioner determines that a
player acquired by waiver claim or Waiver Draft is not physically
fit at the time the claim is made, the Club making the claim may
refuse to take an assignment of such player's Player Contract and
the request for waivers shall be cancelled.

     (b) A player who has been acquired by waiver claim shall not
be transferred to another Club until the termination of playoffs
of the season in which he was acquired unless he is first offered
on the same terms to the Club(s) that entered a claim when
waivers were requested originally and the offer has been refused.

13.19.   (a) When a Club desires to terminate a player's Player
Contract for any reason, such action may not be taken until
waivers have been requested and cleared in conformity with this
Article.

     (b) Subsection (a) hereof is not applicable to a player
whose name is being placed on the Voluntarily Retired List.

13.20.   When a Club claims a player on waivers, and,
subsequently, in the same season it requests waivers on the same
player and the original owning Club is the successful and only
Club making a waiver claim, then the original owning Club shall
be entitled to loan such player to a club in another league
within thirty days without further waivers being asked; provided
that such player has not participated in ten or more League games
(cumulative) and remained on an NHL roster more than thirty days
(cumulative) following such successful claim.

13.21.   (a) In the event a Club signs a free agent, who is not
subject to compensation or right of first refusal, between the
termination of the Waiver Draft and December 1, and provided such
player would have been eligible for claim in the Waiver Draft had
he been signed at the time of such draft, the signing Club shall
place on waivers either such player or another player from its
final Waiver Draft Protected List.

     (b) In the event a player who is exempt from the Waiver
Draft because of military service shall terminate such military
service between the termination of the Waiver Draft and the
termination of the ensuing playing season and playoffs, he shall
be eligible to play during such season and playoffs only if the
Club on whose Reserve List he was at the time of the Waiver Draft
places on waivers either such player or another player from its
final Waiver Draft Protected List.

     (c) In the event a suspended player who was certified by the
Commissioner or his designee as exempt from the Waiver Draft and
not included on his Club's original Waiver Draft Protected List
returns to action following the termination of his suspension at
any time during the season prior to the trading deadline, he must
first be placed on waivers, or in substitution therefore, another
player who was on the Club's original Protected List at the time
of the Waiver Draft must be placed on waivers.

     (d) In the event a professional player on the Inactive List
whose name has not been included on the original Protected List
at the time of the Waiver Draft returns to action following his
removal from the Inactive List at any time prior to December 1,
he must first be placed on waivers, or in substitution therefore,
another player who was on the Club's original Protected List at
the time of the Waiver Draft must be placed on waivers.

     (e) In the waivers referred to in subsections (a) and (b)
above the order of claim shall be the same as the Waiver Draft.

     (f) In the event a professional or former professional
player plays in a league outside North America after the start of
the NHL regular season, other than on loan from his Club, he may
thereafter play in the NHL during that season (including
playoffs) only if he has first either cleared or been obtained
via waivers.  For the balance of the season, any such player who
has been obtained via waivers may be assigned only after again
clearing waivers or through waiver claim.                         
                 
WAIVER DRAFT


13.22.   The Waiver Draft will be conducted each year within the
seven (7) days, but not less than three (3) days, prior to the
opening of the regular season, by telephone conference call at a
date and time as determined by the Commissioner or in accordance
with the critical date calendar agreed to by the NHL and NHLPA. 
The NHLPA shall participate as an observer in the Waiver Draft.

13.23.   Protected lists of eighteen (18) skaters and two (2)
goalkeepers are to be submitted to Central Registry preceding the
conduct of the draft, at a date and time as determined by the
Commissioner.

13.24.   Exemptions:  Exempt from claim are:

     (a) All players and goalkeepers who, in the opinion of the
Commissioner, are on bona fide military service for their country
at the time of the Waiver Draft.

     (b) A player on the Free Agent List who signs a contract
with a team outside the NHL may be exempted from claim in the
Waiver Draft at the election of the Club.  If such player, having
been so exempted, returns to play during the season, the Club
will be required to place him, or some other player on the
Protected List at the time of the last Waiver Draft, on waivers.

     (c) All players who qualify as set forth in Article 13.4
above.

13.25.   All other players on Reserve Lists (including players on
Free Agent List) are offered on waivers with Clubs having right
to claim based upon order of the last Entry Draft, without regard
to the results of the Lottery and trades.  Non-playoff Clubs
shall claim for one round exclusively.  In the second round and
thereafter all Clubs may claim.  Claim of a player from the Free
Agent List transfers to the claiming Club whatever rights to
equalization compensation were held by the Club from which the
draft claim was made.  No Club may claim a player from the
Reserve List of a Club in its own division in the first round. 
"Playoff Club" and "non-playoff Club" as used in this Section
relates to whether a Club participated in the immediately
preceding playoffs.

13.26.   When a Club claims a player or goalkeeper under this
drafting procedure, that Club shall immediately place the claimed
player on its Protected List and shall announce the name of a
player, or, in case a goalkeeper is claimed, a goalkeeper, whose
name shall be removed from its Protected List, thereby reducing
said list to eighteen (18) skaters and two (2) goalkeepers.

[Note:  See Section 13.21 re effect on Protected List of Free
Agents signed after Waiver Draft, and players losing their
military service exempt status after Waiver Draft.]

13.27.   (a) No Club shall lose more than three (3) players
through draft claim made by another Club(s), unless it chooses to
so offer its players, except as provided in subparagraph (b) of
his Article, provided that, in any year in which there is an
Expansion Draft involving one or two new Clubs, then the above
described Waiver Draft loss limits shall not be applicable and
instead Clubs will have a loss limit in the next Waiver Draft of
two players or one player, respectively, per Club.  In addition,
any Club that loses a goalie in any Expansion Draft may not,
unless it so elects, lose a goalie in either the next Waiver
Draft or the following year's Waiver Draft.  "Draft claim" for
this purpose does not include a player transferred as a result of
the option described in subsection 13.29 hereof.

     (b) A Club's three draft claim loss limit shall be increased
by the number of draft claims it makes against other Clubs.

13.28.   Goalkeepers:  No Club shall lose more than one (1)
goalkeeper which loss shall be included in the total of three (3)
in subsection 13.27 above, unless the Club chooses to so offer
additional goalkeeper(s), provided that, in any year in which
there is an Expansion Draft involving one or two new Clubs, then
the above described Waiver Draft loss limits shall not be
applicable and instead Clubs will have a loss limit in the next
Waiver Draft of two players or one player, respectively, per
Club.  In addition, any Club that loses a goalie in any Expansion
Draft may not, unless it so elects, lose a goalie in either the
next Waiver Draft or the following year's Waiver Draft.

13.29.   The Club from which the draft claim was made shall have
the option, exercisable immediately, of accepting the cash
payment as outlined in subsection 13.14, or requesting that the
player or goalkeeper removed by the claiming Club be transferred
immediately to its Reserve List and, if it so desires, to its
Protected List.  If the Club elects to add such a player or
goalkeeper to its Protected List, it must simultaneously drop a
player from said list.  If the player or goalkeeper is merely
transferred to the Club's Reserve List, but not placed on its
Protected List, he shall remain available for regular draft claim
until so claimed by any Club, including the Club exercising this
right to transfer, in proper sequence, except that he shall not
be available to be claimed by any playoff Club until all
non-playoff Clubs have had an opportunity to claim him.  The
foregoing option shall not be affected by the number of draft
claims which have been made against the claiming Club.

13.30.   Further, any Club, at its option, may at the time of
filing its Protected List set a waiver price less than required
hereunder for any player who is eligible for claim.

13.31.   (a) When a claim is made, it cannot be withdrawn and the
player becomes the property of the claiming Club.

     (b) A Standard Assignment giving effect to each claim made
shall be completed and filed with the Commissioner within ten
days of the making of the claim and shall be accompanied by the
payment for the claimed player.

13.32.   When the selection (draft) process has been completed
under this Article the players and goalkeepers then on the
Protected List of each Member Club shall be specially recorded
and shall constitute its Protected List until the next ensuing
draft proceedings unless changed in conformity with the
provisions of this Article.

13.33.   (a) Any player on the Reserve List of a Club who is
available for Draft Claim in the Waiver Draft and who is not
claimed, shall, at the completion of the Waiver Draft, be
considered to have been offered on waivers and that no claim has
been made. For this purpose, "claimed" means as a Draft Claim,
not transferred solely as a result of the option described in
Article 13.29.  "Available for Draft Claim" as used herein means
available for draft claim at the time every Club passes in the
final round of the draft.

     (b) If any Club having successfully claimed the services of
a player under the provisions of this Article thereafter disposes
of such player on waivers, that Club shall not be permitted to
make any further claim to the services of that player until the
next Waiver Draft is conducted, and until that date it shall be
deemed to have waived on his services for the purpose to
permitting the loaning of such player.

13.34.   A Club acquiring the services of a player under this
Article shall have three months thereafter in which to reduce its
Reserve List to conform to the League Article.

13.35.   The terms of a player's contract on file with Central
Registry at the time of the filing of the Protected List for the
Waiver Draft shall define the obligations to be assumed by a
claiming Club, and any different terms which have been agreed to
by the original Club prior to the claim shall remain the
responsibility of the original Club.

13.36.   A player traded by a Club within the four weeks prior to
the Waiver Draft may not be reacquired by such Club within the
forthcoming season.

13.37.   (a) For players and goalkeepers acquired by waivers by
original Club (the Club having lost the player in the Waiver
Draft) as provided in subsection 13.14, the waiver price shall be
reduced by one-half.

     (b) The currency for the claiming price shall be determined
by the location of the Club from which the player was claimed.
